Absences
Students are expected to attend all classes and, in some areas, minimum attendance levels are set. Your teachers will let you know if this is the case. Austudy or Youth Allowance recipients may have payments reduced or stopped if a student accumulates more than five days of unapproved absence in a term.
Abstudy
Abstudy provides assistance for Aboriginal and Torres Strait Islanders who wish to undertake post-secondary studies on a full time basis. Depending on your situation, Abstudy can help with living costs, school fees, books and travel. Access & Equity Committee
An Access and Equity Committee has been established to advise the GOTAFE Board and Executive Management on the implementation, review and success of the Disability Action Plan.
The Access and Equity Committee is a sub-committee of Executive Management comprising the Deputy Director, Manager Student Services, Manager Organisational Development, Manager Facilities, Manager Student Administration, Manager Multimedia Development, Disability Liaison Officer, two Teacher Representatives and a Student Representative.
Terms of Reference of the Access and Equity Committee are:

Accidents & Incidents
All staff and students must report any incidents, accidents, “near misses” and hazards to their supervisor/teacher as soon as possible. (See First Aid). An incident report form should be completed; these are available from your teacher or supervisor.
Accommodation
Student accommodation is available at the Dookie and Warragul Campuses either on a full time or block release basis.
Activities
As a student of the NCDEA you are encouraged to participate in the student activities such as orientation, barbecues, sporting events and health promotions organised by Youth & Student Services. Please contact the Youth & Student Services Officer if you wish to suggest or participate in a particular event.

Classified can be placed free of charge in GO4IT, the Student Newsletter. Please contact Youth & Student Services on 1300 0 NCDEA (1300 0 62332).
Ambulance
As ambulance cover is not provided by the NCDEA and is costly, students are encouraged to purchase an Ambulance Membership. Telephone 1800 648 484 for further information. Students who hold a Centrelink Health Care Card may be entitled to free Ambulance Cover. Contact Centrelink or Youth & Student Services for further information.

Assessment
Trainers and assessors will develop strategies to assess your competence. The Assessment, including Recognition of Prior Learning (RPL) is required to:
At the beginning of your enrolment, your trainer/assessor will discuss with you the assessment tasks you will be required to undertake during the course of your study. In designing assessment tasks, the assessor should develop assessments that are fair, flexible, valid, reliable and sufficient. The purpose of assessment tasks is to enable students to demonstrate competence, and assessors are guided by the rules of evidence to ensure that the evidence is valid, sufficient, authentic and current.
Graded Assessment
The NCDEA implemented graded assessment for all Certificate IV, Diploma and Advanced Diploma courses. Grading has been introduced in response to requests from learners, employers and industry for a grading system that will recognise excellence in learner performance.
The grading criteria and grading results will be explained in detail by your course coordinator or trainer/assessor.
Australian Qualification Framework (AQF)
GOTAFE encompasses the NCDEA and is a Registered Training Organisation (RTO) offering a range of accredited qualifications and skill sets. Industry, State Training Authorities and other educational institutions anywhere in Australia recognise NCDEA courses through the obligation to recognise Australian Qualifications Framework (AQF) qualifications and Statement of Attainment issued by other RTOs. These principles also apply to NCDEA recognising AQF qualifications and Statements of Attainment which students have gained from other RTOs.
All formally recognised, national education qualifications are now linked across the three education sectors within the Australian Qualifications Framework (AQF). The following table shows how the current qualifications relate to each other and where they can be earned. It shows the linkages between schools, vocational training providers and higher education providers and what each sector can offer you.
Awards are within the Australian Qualifications Framework (AQF) and include:
Credit Transfer
Credit transfer assesses the initial course or subject that an individual is using to claim access to, or the award of credit in, a destination course. The assessment determines the extent to which the clients’ initial course or subject is equivalent to the required learning outcomes, competency outcomes, or standards in a qualification.
This may include credit transfer based on formal learning that is outside the Australian Qualification Framework (AQF)
Recognition of Prior Learning (RPL)
RPL is an assessment process that assesses an individual’s non-formal and informal learning to determine the extent to which that individual has achieved the required learning outcomes, competency outcomes or standards for entry to, and/.or partial or total completion of, a qualification. It forms part of the Skills Recognition process which also include Credit Transfer. It does not involve training and is different from Recognition of Current Competence (RCC).
Recognition of Current Competence (RCC)
Recognition of Current Competence applies if a client has previously successfully completed the requirements of a unit of competency or module and is now required to be reassessed to ensure that the competence is being maintained. Recognition of Current Competence relates to courses where a certificate or qualification is issued with an expiry date and requires candidates to participate in regular updates or reassessment to maintain currency e.g. First Aid or Confined Spaces. It does not form part of the Skills Recognition (Credit Transfer or RPL) process and does not involve training.
ATMs
There are no banking facilities available on any campus but fees can be paid by EFTPOS at all campuses except Western Victoria where credit card payments only are accepted. (No cash withdrawals available at EFTPOS campuses.)
Austudy
Austudy provides financial assistance to students aged 25 and over, who are Australian citizens or permanent residents and normally undertaking full-time studies in an approved course. The allowance varies according to the student’s circumstances and are subject to an income and assets test on the student and their parents or spouse and satisfactory progress in an approved course.
Australian Apprenticeship Centres
These centres have been established by the Federal Government to provide assistance and advice to employers, job seekers, students and career advisors about all facets of apprenticeships and traineeships. Call 1800 639 629 or visit www.australianapprenticeships.gov.au for further information.
Awards/Certificates/Graduations
If you have successfully completed your course of study you must apply for your Award/Certificate. Awards are presented to students at annual graduation ceremonies held each year. For details talk to your course coordinator.
Bookshops
GOTAFE provides a bookshop service which is available for NCDEA students. Bookshops are located at the Shepparton and Wangaratta campuses.

Buses-School
Where vacancies exist, NCDEA students are permitted to travel on school buses except in Western Victoria. Contact the Youth & Student Services officer for further information.
Cafeterias
Hot snacks, sandwiches, cakes and drinks are available at most campuses, via canteens and vending machines. The Western Victoria Campus does not have cafeteria facilities.
Car Parking
Student parking is available on campus at the Dookie, Werribee and Warragul Campuses.
Career Assistance
A Career Voyager software program is available at some NCDEA Campuses. Used in conjunction with an adviser, Career Voyager allows users to determine occupations that they may be interested in and offers career suggestions. Call 1300 0 NCDEA (1300 0 62332) to make an appointment.
Change in Personal Details
You are responsible for keeping your enrolment record up to date. If you change any personal details such as name or address please advise the Business Suport Officer at your campus.
Comments/Complaints
Client Comment Forms are available from reception, libraries, and Youth & Student Service Officers for the registering of complaints, compliments and suggestions for improvements. Please return to Head of Campus for follow up. Please note that student satisfaction surveys and quality of instruction surveys are conducted regularly through the year.
Computers & Online Facilities
NCDEA students have access to a number of online facilities to assist with study. As an enrolled student you are automatically registered as an online user and have access to NCDEA online student services.
To access the Student Zone you will need a computer connected to the internet. Login from the NCDEA web site www.ncdea.edu.au

Logging into the Student Zone
1 Start your browser and go to the NCDEA web site at http://www.ncdea.edu.au and click on the Student Log In link
2 Your Student ID is the last eight numbers of your own student ID as shown on your ID card, e.g. if your student ID is ABC54321234, you would type in 54321234, Your Password is your birth date which must be in the following format: 25-Dec-83. (The Password is case sensitive so remember to initially capitalize the month e.g. Jun)
3 If a security alert is displayed, click OK.
4 You should now be logged in to the Student Zone.
5 You are able to change your password by selecting the Change my login password link.
6 You are required to re-enter your Password which is your birth date by default e.g.:25-Dec-83.
It is recommended that you then enter a password of your own choice. This must be between four and 10 characters in length.
Concessions
A $55 minimum charge will apply to all students enrolled in government funded courses. This is a portion of the enrolment fees, not an additional charge. The minimum charge of $55 will be paid by all students including those who are entitled to concessions. Note: No exemptions or concessions exist for the non-academic fee.
People who are Eligible for a Concession
Students (or if they are a dependant child or spouse of someone who does) who hold one of the following concession cards will be eligible for a concession
In all cases students must produce documentation of proof of status, e.g. Health Care Card. Indigenous students also pay the minimum enrolment fee. The only students totally exempt from all enrolment fees (including the $55 minimum fee) are prisoners and people detained in youth training or remand centres or in a youth residential centre.
Course Information
Course Coordinators at your local campus can help you select a dairy course at the NCDEA. A copy of the 2009 NCDEA Course Guide can be obtained from the Business Support Officers at each campus or by phoning 1300 0 NCDEA (1300 0 62332). The NCDEA does not provide career counselling. If you are unsure of which course you would like to enrol, then a Course Coordinator can assist you to identify suitable jobs and courses using Career Voyage, an interactive software program that leads you through a series of questions to suggest a range of occupations. The Course Coordinator will then advise you on the availability of courses at the NCDEA which match those occupations. At the NCDEA all courses are designed to allow flexible learning and training to prepare you with the skills necessary to enter the workforce. Counselling
This is a free and confidential service provided by qualified social workers or family therapists at GOTAFE. The service is also available to NCDEA students. Services provided can include

DAAWS
DAAWS stands for Disabled Australian Apprentice Wage Support, and is designed to help apprentices with a disability who are training and working with additional supports. Australian Apprentices may also be eligible for Workplace Modification funding. Note that Australian Apprenticeship Centres (AAC’s) will apply for the DAAWS funding on behalf of the Apprentices. Debts to NCDEA
Any outstanding debt, payable to NCDEA will render your academic record “suspended”. This means that NO results will be released and no computer or library access will be available until all debts have been paid.
Disability Action Plan
GOTAFE’s Board endorsed the Institute Disability Action Plan (DAP), which has been lodged with the Human Rights and Equal Opportunity Commission. The Disability Action Plan represents a key strategy for changing past practices within GOTAFE that may have previously resulted in unintentional discrimination against staff and students with disabilities.

A Disability Liaison Officer (DLO) is employed by GOTAFE and is available to NCDEA students to provide those with disabilities the necessary support they need to be able to access NCDEA courses. Discrimination

Dropping Out?
Drop in before you Drop Out. Feeling swamped and under pressure? Thinking of quitting your studies? It might help to know you are probably not the only one. Don’t keep these thoughts to yourself. Speak to your teachers or one of the counsellors. There may be other alternatives, but you will never ever know if you don’t go!
Drugs
Illegal drugs and alcohol must not be consumed on NCDEA premises. Appropriate action xwill be taken by staff, should they consider any student unable to carry out class work safely. If you are concerned about your own or someone else’s alcohol or drug abuse, contact an NCDEA staff member for referral to a counsellor.

Emergency Procedures
Emergency procedures are displayed at each Campus. Campuses have Emergency Wardens who will implement NCDEA emergency procedures if required. If you hear a continuous alarm bell or siren, or NCDEA Emergency Wardens directing the evacuation of a building, you must assemble and follow the instructions of Emergency Wardens and/or NCDEA staff and:
Enrolments/Students Records
To secure your offer of a place in a course you must complete an enrolment form and pay the prescribed fees upon enrolment. At the start of your course, teachers will ask to see your receipt and or student ID card as proof of enrolment. Failure to produce this will result in you being asked to leave the classroom.
Fees
Details of fees are outlined in the course fees brochure which is available from the Business Suport Officer at your Campus or from the website. Make sure you read it carefully.
Financial Advice
Financial advice is available through the Community Health Service. See Youth & Student Services Officers for contact information.
Financial Hardship
Fees are payable in full at the time of enrolment. Students who cannot pay their fees in full at the time of enrolment because of financial hardship should contact the Campus Youth & Student Services Officer prior to attending class to discuss possible alternative arrangements. Evidence of financial hardship will have to be proved.
First Aid
Each Campus has trained First Aid Officers and first aid kits. Report all incidents or accidents to a teacher, staff member or reception, so that first aid assessment and treatment can be arranged if required. In the case of a medical emergency, telephone 000 and provide your Campus location to Emergency Services.
Health Information
Youth & Student Services holds health promotion events throughout the year. Look out for flyers on student notice boards.
Identification Cards
Your student ID provides proof of your enrolment. It allows you to borrow books from the library and for travel concession applications and student discounts. A fee is charged for a replacement card.
Injured/Ill Persons
If an incident is relatively minor it can be treated by a First Aider. However if the incident requires immediate medical attention, the First Aider may provide initial treatment and then contact or ask you to contact medical assistance or call emergency services. If a student under 18 year of age is unwell, the NCDEA will endeavour to contact parents/guardians to make arrangements for the student to be transported home safely. Where possible, the student or their emergency contact should organise transport home or to medical advice. If this is not possible, it is appropriate that a NCDEA staff member accompany the student to medical treatment using a NCDEA vehicle. If NCDEA is unable to contact the student’s relevant emergency contacts in an emergency medical situation, an NCDEA staff member will remain with the student until they receive medical attention, or their emergency contact arrives. NCDEA staff members will not transport students home or to medical advice in their personal vehicles. In emergency medical situations, the NCDEA will respond appropriately and in a timely fashion. Ideally the student should be in agreement with contacting Emergency Services (Ambulance), however there may be occasions when seeking their agreement is not possible. If it is a medical emergency and there is any doubt about the health of the person, Emergency Services 000 MUST be contacted. For medical emergencies involving students, a NCDEA staff member will remain with the student until they receive medical attention or their emergency contact arrives.
Internet Acces
Library facilities at some Campuses provide computers with internet access available for student study and general use. Make sure you read the guidelines first because inappropriate use such as viewing pornography, excessive downloads or sending inappropriate emails are not allowed.
Language, Literacy & Numeracy Support
Do you have difficulty completing course requirements? Assistance with reading, writing or mathematical tasks may help you to overcome these difficulties. Language, Literacy and Numeracy Support (LL&N) is a strategy designed to assist students to maximize their learning and successfully complete training. Support is offered in a range of modes including:
After negotiation with the LL&N Coordinator students and teachers can decide on the approach most suitable to the needs of individuals or groups. LL&N Support is not limited to students with very low level skills, but is available to all students who wish to improve language, literacy or numeracy skills in order to meet the requirements of their course. Library Services
Library facilities, including equipment loans are available at Dookie and Warragul Campuses. Services and hours vary. To check operating times as well as access to the online catalogue visit

Inter-Campus Loans
Through our Campus network you have access to resources at any of our campus Libraries. We will arrange for the material to be available at the Campus of your choice. Search the catalogue and request online www.gotafe.vic.edu.au/library

Reserve and Renew On-line
Using the catalogue terminals or accessing the catalogue via the Internet, you are able to reserve items that are on loan or at another Campus by placing a hold. You may also renew your loans via the catalogue instead of going to the Library for renewals. (This can be done from home before the due date)

Reciprocal Borrowing through CAVAL
The Co-operative Action by Victorian Academic Libraries (CAVAL) Reciprocal Borrowing Program is a scheme whereby staff and students of participating libraries are able to borrow material from other participating Victorian libraries. Please contact the library to organise a CAVAL card to be sent to you.

Lockers
A limited number of lockers are available at some Campuses. Speak to a Youth & Student Services Officer or Reception staff for further information. These lockers are provided as a storage area only. All items stored are at the responsibility of the owner. We strongly recommend that you do not leave valuables or money in the lockers. A padlock is required and all lockers need to be emptied by December 21.
Lost Property
If you find or lose an item contact the Business Support Officer at your campus with the details.
Microwaves
Microwaves are available for students use in the student amenities area of your Campus.
Mobile Phones
When in class or meetings students are required to switch off their mobile phones. Alternative arrangements can be made with your teacher if you have to be contacted urgently.
Newspapers
Newspapers are located in the library. Please do not remove or cut out contents of newspapers as they are stored for research.
Non Academic Fees
The NCDEA, through the Vocational Education and Training Act 1990, levies the compulsory non-academic service fee. The purpose of this fee is to provide a broad range of student services, amenities and activities that enhance the education experience and provide support to students. Non-academic fees subsidise a broad range of social and support activities, advice and counselling services and amenities.
Noticeboards
Students should make themselves aware of the information presented on the Student Notice Boards across NCDEA Campuses.
Orientation
At the beginning of your course, your teacher will arrange for Administration and Student Services staff to speak to your class on what services are available to you. You will receive a student diary when you pay your course fees.
Photocopying & Printing
Photocopying and printing facilities are available at all Campuses except Western Victoria using your student card. Machines for student use are generally located within the library. Where this is not the case, check with the Businss Support Officer for details.

Qualifications
GOTAFE offers a range of qualifications and awards for study, within the Australian Qualifications Framework (AQF). These awards include:
Certificates I & II
The majority of these programs are to prepare students for employment or further education. Pre-apprenticeship, adult study and bridging programs and basic English programs are within this grouping. Certificate I and II programs are generally six months full time duration.
Certificates III & IV
Covers more complex work and learning situations, preparing students for higher-level work. Certificate III programs are generally six - 12 months full time, while Certificate IV are generally 12 months full time.
Diplomas & Advanced Diplomas
Higher qualifications aim to prepare students for jobs that require advanced skills, such as for professional and middle management positions. These are usually two and three year full time programs. Additionally, Australian Apprenticeship certificate programs are delivered under formal employment and training agreements. They involve the apprentice / trainee in a combination of work and training to obtain the relevant industry qualifications. Higher qualifications aim to prepare students for jobs that require advanced skills, such as for professional and middle management positions. These are usually two and three year full time programs.
Additionally, Australian Apprenticeship certificate programs are delivered under formal employment and training agreements. They involve the apprentice / trainee in a combination of work and training to obtain the relevant industry qualifications.
The NCDEA offers Recognition of Prior Learning (RPL) and credit transfer based on a student’s previous and current work experience, which can reduce the study load. Credit transfer may be granted for previous study. Pathways from a certificate level to a higher level certificate or diploma may be available to students or into university courses for students who have completed Certificate IV, Diploma or Advanced Diploma programs. As a Registered Training Organisation GOTAFE recognise Australian Qualifications Framework (AQF) qualifications and Statements of Attainment issued by other RTOs.
Recognition of Prior Learning (RPL) & Recognition of Current Competence (RCC)
Any student or potential student may choose to apply for Recognition of Prior Learning (RPL or RCC) in any course or program conducted by the NCDEA. Recognition may or may not be relevant to current industry requirements. Recognition is acknowledgement of the fact that people have acquired skills and knowledge from previous activities and experiences. By applying for recognition a student or prospective student may gain a credit towards a qualification for:
Recycling
The NCDEA is committed to environmental sustainability. Recycling bins are located at most Campuses for cans, bottles paper and cardboard. Recycling bins are blue and yellow for easy identification.
Refund of Fees
Refund of fees is available up to four weeks after the commencement of the program for Government funded courses. Apply to Client Service Centre. Full details are available in the fees brochure.
Representative on GOTAFE Board
If any student is interested in the governance of GOTAFE, there is a position available for one student representative on the GOTAFE Board. Nominations are called for in March of each year for a student to be elected to the Board position. See your Youth & Student Services Officer for further information and a nomination form.
Results
A statement of results will be issued at the end of the course or the end of the academic year for continuing students. For a statement of results outside of these times, contact the Customer Service Centre. If there is a mistake on your statement contact the Customer Service Centre.
Short Courses
The NCDEA offers an extensive range of short courses across all Campuses. Whether for professional development, to develop new skills or develop a hobby, the NCDEA has many short courses on offer to meet your learning needs. Short Course flyers are available at each of the Campuses throughout the year. Short courses can also be customised to meet the needs of any business or industry. Skateboards
In the interests of safety, skateboarding and skating are not permitted on Campus premises and grounds.
Skills Store
Skills Store is a new Victorian Government Service. Skills Stores help you gain recognition for your current skills and provide guidance on how best to update or improve your qualifications. For more information phone 1300 upskill (1300 877 5455)
Student ServicesYour Youth & Student Services Officer is your first point of call for various problems you may encounter as a student. It may be specific or a general question, enquiry or concern you need answered. They are there as support for you and if they can’t assist you directly they can refer you to the appropriate person, department or external agency.

Telephones
Public telephones are available for use at each Campus. Please check with the Business Support Officer at your campus for directions.
Toilets
These facilities are available on each Campus for the convenience of staff, students and visitors. Disabled toilets are located at each Campus.
Vaccinations
Students who enrol in dairy programs where there is an increased risk from contact with communicable diseases, should talk to their Course Coordinator for the advised immunisation in these industries or refer to the “Australian Immunisation Handbook”. VCE / VCAL
NCDEA offers learners the opportunity to complete these Year 11 and 12 programs.
VCAL (Victorian Certificate of Applied Learning )
VCAL is designed to be a hands-on program that guides students to employment pathways. Various programs are available. Consult the website at www.ncdea.edu.au for basic details or contact your Campus to discuss your needs with the VCAL Co-ordinator on 1300 0 NCDEA (1300 0 62332).

Withdrawals
If you decide to discontinue with your studies, you must contact the Client Service Centre and complete a withdrawal form. Refunds will not be given to students who do not formally withdraw.
Youth Allowance
Youth Allowance provides financial assistance to young people aged 25 years and under. For more information contact Centrelink on 13 24 90 or Youth & Student Services on your campus.
Youth Pathways Program
Youth & Student Services Officers provide case management support to NCDEA students aged 15 to 19 years who are at risk of not completing their education. Students will be assisted with working out their individual pathway plan. Individual education and life pathway plans enable each student to continue with their current studies or to take the skills and knowledge gained at TAFE onto further study or employment.
